Gen. Robert B. Neller on Feb. 27 signed
the “Littoral Operations in a Contested
Environment,” or LOCE, concept paper.
Published by the Navy Warfare Development
Command and the Marine Corps Warfighting Laboratory, the
paper focuses on the challenges of operating in and around
the littorals — the coastal and offshore waterways.
The concept furthers Marine Corps-Navy integration envisioned in the
Marine Corps Operating Concept unveiled in September. “The idea is to
use littoral maneuver to: gain entry as well as enable persistent operations;
provide freedom of action within the littorals; and/or to seize, secure, and
maintain a lodgment,” said an undated Marine Corps Combat Development
Command brief summary of what LOCE means for the Corps.
Seapower Correspondent Otto Kreisher, in his report “Evolutionary, Not
Revolutionary,” looks at what led to the development of the concept and
what it means for “green in support of blue” integrated operations.
Also in this issue’s “Littoral & Brown Water Ops” special report is
Managing Editor Richard R. Burgess’ interview with Capt. Robert J. Cepek,
commander of Coastal Riverine Group Two, based in Virginia Beach, Va.
In “Small Boats, Big Jobs,” Cepek said there have been changes in riverine
operations over the last decade, noting, “We have seen advances in commu-
nications, unmanned sensors, remote weapons systems and control systems.”
Special Correspondent Daniel P. Taylor, in “Evolving Capabilities,” reports
on the Navy’s increasing reliance on green and brown water assets and what
those platforms could potentially bring to blue water operations.
The broad and diverse capabilities of the expeditionary fast transport is
the focus of Special Correspondent Ned Lundquist’s article “Utility Player.”
Because it can be quickly adapted to a number of specialized support missions, the demand for the vessel is high.
