resulted in zero deficiencies in all of the ship’s ammunition
holds and magazines. In support of the U.S. Navy’s joint
task force exercises, Rainier was called upon as the sole
provider of fuel and stores for the Nimitz Carrier Strike
Group, and a fleet of opposition forces comprising a
destroyer squadron and ships of the Royal Canadian Navy
and U.S. Coast Guard. Fallejo’s tireless efforts enabled successful completion of 48 underway replenishments, both
day and night, in only a 39-day span and ensured all commitments were met with zero injuries to his personnel.

JOHN D. RICE
As 1st Lieutenant onboard USCGC Boutwell, Rice led the
largest and most diverse division to achieve a superior
level of operational excellence and proficiency. The only
member on both the Navigation and Seamanship, and
Damage Control training teams, he was instrumental in a
“clean sweep” of the Tailored Ships Training Assessment,
acing all five warfare areas, and earning the first Overall
Operational Excellence “E” Award to a High-Endurance
Cutter (WHEC) in three years. Rice leveraged his expertise in small boat operations to develop a focused and
intense training program for the unit’s over-the-horizon
pursuit boat crews. This proved essential to Boutwell’s
operational success when its assigned helicopter broke
down on two separate deployments, requiring the cutter
to operate in the vast Eastern Pacific without typical air
support. Despite this limitation, and as a testament of his
pursuit crews’ proficiency, Boutwell interdicted or disrupted four smuggling vessels and seized 4,700 pounds of
cocaine. Rice led Boutwell through every external assess-
ment a WHEC can be subjected to and, without exception, the unit exceeded all standards. As the senior
Boatswain’s Mate onboard Boutwell, his passion and
enthusiasm inspired 23 non-rates to choose Boatswain’s
Mate as a career path, a rare number from this platform.

JOSHUA FIGUEREDO
While serving as Contracting Officer (KO) and Acting
Sector Finance & Supply Division Chief, Figueredo voluntarily took over responsibility of the Sector Finance &
Supply Division during a four-month gap of the Sector
Supply Officer and flawlessly provided supply and logistical support to Sector St. Petersburg, Fla., and 16 operational subordinate and tenant commands. He developed
strategies for managing and executing a $1.8 million operating expense budget and a $2 million energy budget,
while balancing his own demanding duties as the KO for
the sector. As Supply Office Supervisor, he led a team of 12
storekeepers, strikers, Reservists, auxiliarists and other
personnel responsible for ordering and delivering all supplies, as well as the set-up, outfitting and breakdown of the
Maritime Operations Center. He oversaw all procurement
actions for the sector and ensured compliance with strict
contracting, procurement and federal acquisition regulations, while routinely working after hours and weekends
to achieve Chief Financial Officer Act audit readiness.
Figueredo worked tirelessly as the sole KO to support the
2012 Republican National Convention, coordinating and
approving the ordering of critical supplies and services,
ensuring the Maritime Operations Center would be capable to support around-the-clock operations. ■
